On Saturday, September 28, 2019, the EC Southwest Area Neighborhood Council PLUM Committee welcomed developers Deep Green Housing and Community Development as well as Innovative Housing Opportunities to its September Community Meeting. Attendees expressed concern about limited parking and negative impact to nearby homeowner’s privacy.
Update October 16, 2019:
“The council, however, decided to delay consideration for $15.3 million in HHH funding for two projects in the eighth district, because City Councilmember Marqueece Harris-Dawson has said he needs more time to solicit community input on those developments.”
The two projects might be the two presented by developers at the last ECSWANDC PLUM meeting.
SOLA at 87th
On Saturday, September 28, 2019, the EC Southwest Area Neighborhood Council PLUM Committee welcomed developers Deep Green Housing and Community Development as well as Innovative Housing Opportunities to its September Community Meeting. Both were there to present proposed projects to be built in the Manchester Square and Gramercy Park neighborhoods.
The Deep Green Housing and Community Development project, slated for the Southeast corner of Florence Ave & Van Ness Ave., is a 56 unit (26 studios and 30 one-bedrooms) residential building for formerly homeless seniors (62+). The building would have 4 residential floors over on-grade parking, offices and a community space.
The development will only provide 12 parking spaces for staff and visitors. Parking will not be provided for the residents.
St. Joseph’s Center would manage the wrap around services offered to the seniors.
Deep Green is hoping to be awarded HHH funds, amongst other funding opportunities, to get the project built. Some community members voiced concerns regarding the lack of parking and the possibility of the height of the building encroaching on the privacy of the homeowners that live on 72nd St.

Innovative Housing Opportunities presented a proposed mixed-use project to be constructed on the vacant property located on 87th and Western Ave. tentatively named SOLA at 87th. It would provide 100 homes (51 one-bedroom units, 44 two-bedroom units and 5 three-bedroom units) targeting workforce families and formerly homeless families and individuals.
The project would provide a community meeting space, as well as commercial possibilities like a sit-down restaurant, banking center and health care. It would also include subterranean parking with 36 spaces.
The developer is also interested being awarded HHH funds to help fund the $60 million-dollar project. Their plan also includes the possibility of purchasing the old Bank of America building on the corner of 88th and Western Ave. with the possibility of it once again becoming a bank. The EC Southwest Area Neighborhood Development Council Planning and Land Use Committee will continue to monitor the progress of both proposed developments. Both developers will be invited to future community meetings to allow stakeholders to remain informed and provide input.
